CONSERVATION COMMISSION
Town of Monterey, Massachusetts
                                                                        
MEETING DATE: 4/12/16
Present: Timothy Lovett, David Dempsey, Dennis Lynch, Claudia Crane and Dominic Stucker
The meeting convened at 6:00p.m.

Resnick, RDA – 24 Lakeside Terrace – drill a new well in the buffer zone (D. Stucker is the project manager)
Claudia Crane and Timothy Lovett recused themselves from this hearing as they are involved in the sale of the property.  Jonathan Resnick is not the current owner but has a sale agreement to purchase the property.  Mike Parsons, representative was present to review the project details.  The Commission approved the project as submitted as a N3.

Lake Buel District – NOI – Lake Buel - annual 14 inch drawdown and refill of Lake Buel and improvements to existing spillway structure (D. Lynch is the project manager)
Also present: Mark Stinson, Emily Stockman, Mark Amstead, Chris Tryon and the New Marlborough Conservation Commission (4 members)
The New Marlborough Conservation Commission also advertised this hearing as a joint hearing.  Emily and Chris gave an overview of the project and how the drawdown and refill will work.  Natural Heritage has also commented on the project and has no issues.  Abutters discussed their concerns.  The Monterey Conservation Commission made a motion to close the public hearing which was seconded and unanimously approved.  The New Marlborough Conservation Commission made a motion to close the public hearing which was seconded and unanimously approved.  The project was approved as submitted with no special conditions by both the Monterey and New Marlborough Commissions.  It was suggested that the Lake Buel Preservation District begin hosting educational meeting with their tax base on how this will be managed long term.

Aronson, RDA – 32 Bidwell Rd – replace existing decking (D. Dempsey is the project manager)
Mark Amstead, representative for the project was present to review the details.  The project was approved as submitted as a N2.

For Discussion:
  • Mail was reviewed.
  • Minutes from 3/8/16 were approved as written.
  • The Commission signed the emergency certification for 16 Point Rd to allow the applicant to drill a new well.
  • The Commission reviewed the ZBA application for 70 Tyringham Rd and has determined that the project as proposed will require filing an RDA.
  • The Commission reviewed the ZBA application for 42 Elephant Rock Rd and has determined that the project as proposed will require filing an RDA.
  • The Commission voted to donate to the BNRC and asked M. Noe to determine what we have given in the past and double it as we did not send anything last year.
